C2 — Zero Export Interlock

Rule 21 requirement: Site must not inject power to the utility grid. The EMS monitors the SEL-735 revenue meter at the PCC every 1 second. If net flow goes below −2 kW (dead band), BESS discharge is clamped within the same poll cycle.
